AT&T, through its contractor Star Construction, has begun installing underground fiber optic internet in our neighborhood. This upgrade will provide residents with access to state-of-the-art high-speed service at no cost to the community. The HOA has formed a committee to work with Star Construction to minimize inconvenience. AT&T has also signed a binding agreement with the HOA requiring all landscaping, roadways, and community amenities impacted by construction to be restored to an “as-good or better” condition, with photo documentation and strict enforcement.

Construction Timeline

• Phase 1 – Cable Installation: Underground cable is being placed between neighborhood junction points.

• Phase 2 – Fusion Splicing: AT&T technicians will perform fusion splicing, permanently joining glass fibers to form the backbone of the system.

• Phase 3 – Home Connections: Residents who opt in will be connected from the nearest junction point to their home.

** The timing of each phase, subject to conditions,

will be available shortly.

FAQs

Q: Will my yard be disturbed?

Work may occur in utility easements. All areas will be restored under AT&T’s remediation agreement with the HOA.

Q: Will traffic or access be blocked?

No. Traffic management will ensure residents, deliveries, and emergency vehicles have access at all times.

Q: Do I have to switch to AT&T internet?

No. Service is optional. The installation simply makes fiber service available.

Q: Who do I contact with questions?

Call the project hotline: (865) 281-1514 (Also on the door-hanger cards delivered by AT&T last week.)

Q: Is AT&T using the previously installed Google Fiber boxes?

No. That infrastructure remains the property of Google, and they have declined to allow any other provider to use it.

Q: Will construction impact any of our roadways?

In most cases, no. In some cases where other utilities may be present (such as underground electric, water, or gas lines), excavation may be required as a matter of safety. All roadway locations will be repaired to original or better condition under the HOA’s agreement with AT&T and Star Construction.

✅ Key takeaway: Construction is underway. AT&T and Star Construction are working under a binding contract to restore all areas to their original or better condition, while bringing fiber-optic service to our community.
